Updates – Bulgarian Vignette 2025

Sofia, January 1, 2025 – A series of significant changes affecting the entire system of Bulgarian vignettes is coming into effect. The Bulgarian Ministry of Transport, in cooperation with motorway operators and other relevant entities, has introduced new rules and technological solutions aimed at simplifying the purchase and management of the vignette, increasing road safety on motorways, and enhancing the control of non-payment of the vignette.

Legislative Changes and Rule Updates

Strengthening Control Mechanisms

From January 1, 2025, new regulations introduce automated vehicle monitoring using intelligent cameras connected to a central database. This technology will be implemented across major routes, including enhanced monitoring on the A1 (Trakia Motorway) and A2 (Cherno More Motorway), enabling immediate identification of vehicles without a valid vignette.

Digitization of Management

The system for managing vignettes has been completely digitalized, allowing the purchase, extension, and verification of the vignette online through the official portal and mobile application. Integration with the national digital identity system further streamlines the verification process.

Introduction of Ecological Incentives

Drivers of vehicles with lower emissions, such as electric cars and hybrids, can benefit from special discounted tariffs. These incentives are designed to promote the adoption of sustainable transportation and are being rolled out on motorways undergoing recent upgrades.

Infrastructure Investments and Modernization

Reconstruction and Maintenance of Motorways

As part of the state investment plan for 2025, extensive modernization of key Bulgarian motorways is planned. Notably, the A1 (Trakia Motorway) between Sofia and Plovdiv will undergo major reconstruction, including repairs of worn pavement, installation of new lighting systems, and the construction of modern rest areas and service stations. In addition, targeted repairs and resurfacing projects are scheduled for the A2 (Cherno More Motorway) near Varna, along with improvements to drainage and safety barriers.

Expansion of the Monitoring Network

New cameras and sensors will be installed along more strategic sections of the motorway network, such as on the A3 near the Serbian border and along the A6 corridor. These installations are expected to significantly improve the detection of illegal operations and enable faster interventions when regulations are violated.

Implementation of a Statistics and Analysis System

A comprehensive system for the regular collection and analysis of data on traffic accidents and violations related to the vignette is being introduced. This system will compile detailed statistics from key routes, providing a clearer overview of the current traffic situation and the effectiveness of control measures.

Technological Innovations and New Payment Systems

Mobile Application and Online Services

The newly developed mobile application now allows users to easily purchase, extend, or verify the validity of their vignette. By integrating with the national digital identity, the app not only simplifies the verification process but also ensures enhanced security for all transactions.

Contactless Payments

The payment system has been modernized to support contactless options. Users can pay by credit card, online banking, or via NFC-enabled smartphones, streamlining the payment process even on the move.

Integration with Remote Verification

New technology enables direct integration with security forces, allowing for real-time verification of vignette validity. This system is designed to provide immediate responses to any discrepancies detected during routine checks.

Testing of New Technologies

As part of pilot projects in select regions, autonomous control systems and predictive analyses of traffic situations are being tested. These initiatives aim to further enhance the efficiency and accuracy of traffic control measures, with initial trials already underway on sections of the A1 and A2 motorways.

What This Means for Drivers

Simplified Purchase and Management of the Vignette

Thanks to the new mobile application and improved online portal, drivers can quickly purchase and manage their vignette without the need to visit physical branches.

Increased Safety

With automated controls and a more comprehensive monitoring system deployed along major motorways, vehicles without a valid vignette will be identified immediately, supporting stricter compliance with traffic regulations.

Clear Information and Support

The official portal will be regularly updated with all changes and news, providing drivers with an up-to-date overview of tariffs, practical guides, and answers to frequently asked questions.

Enhanced Customer Service

A newly established contact center offering live chat and telephone support will assist drivers in quickly resolving any queries or issues.

Safety Information Systems

An expanded network of traffic warning signals and information panels will provide real-time alerts regarding dangerous sections, changes in traffic conditions, or restrictions on motorways, particularly on busy corridors such as the A1 and A2.

International Cooperation and Harmonization

European Integration

Bulgaria is strengthening its cooperation with European countries to harmonize the rules for electronic vignettes, thereby facilitating smoother cross-border transport and working towards unified tariff structures across the region.

Sharing of Technologies and Know-How

An international exchange program is underway, involving the sharing of experiences, technological solutions, and innovations in both monitoring systems and digital payment methods, which is expected to benefit all participating countries.

Economic and Social Impacts

Analysis of the Impact on the State Budget

The introduction of new technologies and the modernization of infrastructure are expected to increase revenues from vignettes. These additional funds will be reinvested in further maintenance and development of the motorway network, ensuring long-term improvements in road safety and infrastructure quality.

Social Aspects and User Support

The new system changes will enhance driver comfort by providing greater tariff transparency and improved customer service. Additionally, targeted information campaigns and training sessions are being prepared to ensure that the public is well-informed about all updates and changes in a timely manner.
